Romans 7: Who Is This Man?

Who is this mystery man?
Is it Paul as a lost man?
Is it Paul as a saved man?

How do we interpret this passage? Do we interpret it through experientialism? Or do we interpret it exegetically based on the context, the grammar, and the details?
